检察院党组议事规则

　 某县人民检察院党组议事规则

　第一条 为加强党对检察工作的领导，充分发挥党组的集体领导作用，贯彻民主集中制原则，保证党组议事决策的民主化、科学化、规范化。依据《中国共产党章程》、《中国共产党党员领导干部廉洁从政若干准则》和《中国共产党党内监督条例（试行）》等有关规定，结合本院实际，制定本议事规则。

　第二条 院党组是党对检察工作领导的组织形式，是领导本院全体干警完成各项检察工作的领导核心，受中共龙南县委的领导，对县委和上一级党组织负责。

　议事原则

　第三条 党组议事活动必须严格遵守“集体领导、民主集中、个别酝酿、会议决定”的原则，凡属院党组职责范围内决定的问题，必须经集体讨论决定。党组成员充分发表个人意见，在民主的基础上集中正确的意见，按少数服从多数的原则做出决定。

　第四条 在议事活动中，党组成员要有全局观念，自觉维护党组的团结和统一。党组成员间相互信任，求同存异。若有不同意见允许保留，也可以向上级党组织报告，党组一经作为决议、决定，必须无条件服从和执行。

　第五条 党组议事方式，除召开党组会外，也可根据议题的性质内容、经党组书记决定，采取党组成员碰头会、通气会，党组成员传阅会签文件等方式议事。但涉及组织工作、纪检监察工作和干部人事任免问题，必须由党组书记主持的党组会集体研究决定。

　第六条 党组会讨论的议题和决定，按规定的时间和程序传达贯彻。与会人员不得将党组会上的不同意见和不宜公开的内容对外传播。

　议事内容

　第七条 党组会议事讨论和决定的具体事项主要是：

　（一）研究制定本院贯彻执行党的路线、方针、政策和上级党组织、检察机关的重要指示的具体措施；

　（二）讨论决定本院有关全局性的改革措施以及检察工作部署；

　（三）研究本院思想作风建设、组织建设、队伍建设方面的重大问题；

　（四）研究本院干部的录用、任免、调动、奖惩等人事问题；

　（五）研究决定本院干警的生活福利方面的重大问题；

　（六）审议院年度财政经费预算、决算以及认为需要审议决定的大项业务经费开支；

　 （七）上级党组织规定应由本院党组集体讨论决定的重要问题，或党组书记认为有必要提交党组会讨论决定的重要事项。

　议事程序

　第八条

　党组会由党组书记召集和主持。

　党组书记不能到会时，可以委托党组成员主持，事后向党组书记报告情况。

　 第九条

　 遇有重大问题，党组书记可随时召开党组会。党组成员认为应当由党组讨论的问题，经党组书记同意，提交党组会讨论决定。

　第十条

　 党组会应当有党组成员三分之二以上到会方可召开，党组所做的决定必须过半数同意方能生效。必要时可以召开党组扩大会议，党组扩大会议列席人员视会议内容由党组书记审定。

　 第十一条

　召开党组会的时间和议题，由党组书记确定。凡提交党组会讨论的问题，党组成员或有关部门应当提出具体的议题和方案，交党组书记审阅同意后，在召开党组会一天前将讨论议题材料送各党组成员，并通知开会具体时间、地点。

　 第十二条

　党组议事或决策重大问题，事先应充分调查研究，广泛听取各方面意见，必要时可以会前召开座谈会、讨论会征求意见。

　 第十三条

　 党组成员应按时参加会议，因故不能参加会议的，应在会前向党组书记请假，对会上将要发表的意见可用书面形式提交党组会。党组会所做出的决定，会后应告知未参加会议的党组成员，并听取意见。

　第十四条

　 凡经党组会讨论的议题，应当由党组书记集中正确的意见，作出明确的决议。对有较大意见分歧的议题，本次会议不能做出的，可视情再议。

　 第十五条

　 党组会议由专人纪录，会议记录系机密等级应妥善保管。除党组成员外，其他人查阅党组会议记录时必须经党组书记批准。

　决议执行

　第十六条

　党组做出的决议或决定，应当对其执行做出明确分工和具体安排，保证决议或决定的贯彻落实；党组会讨论的议题或形成的决议，凡在一定的时期内不宜公开或经讨论尚未形成决议的议题，与会人员应当保密。

　第十七条
