　 XXX市召开全市林业工作会议

　为了深入入贯彻十六届四中全会和扬州州市四届八次全会精神，进一一步落实中央、江苏省加快林林业发展的决定，抢抓机遇，，加快全国生态示范市的建设设步伐，促进扬州林业持续快快速健康发展，12月18日日，扬州市委、市政府组织召召开了全市林业工作会议。各各县政府主要负责人、分管林林业工作的负责人及扬州市、、县相关部门的主要负责人近150人参加了会议。会议议由扬州市委副书记、常务副副市长洪锦华同志主持，副市市长纪春明同志做工作报告，，代市长王燕文同志做了重要要讲话。过去的三年，是扬州州林业发展史上速度最快的时时期，林业发展取得了可喜的的成绩。森林资源快速增加：：扬州市成片林从40万亩发发展到现在的70万亩，增长长了75。活立木蓄积从3000万立方米增加到350万万立方米，增长17。森林覆覆盖率达到145。新建、完完善了以京沪高速、宁通高速速、京杭运河、长江防护林为为重点的大型骨干路河绿色长长廊819公里，新造林477万亩。在城市周边地区实施施建设了以宁启铁路、城市森森林公园等为重点的六线二园园绿化建设，城市绿化总里程程新增153公里，新增景观观片林239万亩，仅此一项项，城市建成区绿化覆盖率增增加了22个百分点。产业发发展步伐加快：全市新拓花木木总面积达141万亩。在实实现量的扩张的同时，加快了了品种结构调整的步伐，加大大彩叶、香化品种的生产比例例。今年，全市花木实现销售售达36亿元。江都曹王林木木种苗基地被国家林业局命名名为“全国质量信得过种苗基基地”，丁伙花木公司种苗基基地被授予“全国特色种苗基基地”。江都现代花木产业园园区被江苏省林业局授予“江江苏省质量信得过林木种苗基基地”称号。以丽邮人造板为为代表的一批木材加工企业落落户扬州，为扬州的林产品加加工业注入了新的活力，全市市木材加工业年产值十多亿元元。并带动了扬州市非公有制制林业的发展壮大，目前扬州州市新造林中70以上为非公公有制造林，涌现出了各类业业主，各种生产要素集聚扬州州林业的可喜局面。经济林茶茶果稳步发展。三年来，以园园区建设为载体，以新品种引引进、新技术应用为突破口，，大力发展经济林茶果。共引引进茶果新品40多个，新拓拓经济林桑茶果近2万亩，全全市林桑茶果总面积达1477万亩，年产值达22亿元。。全面启动实施标准化无公害害生产，茶果“三品”认定达达27个，“康植园”牌猕猴猴桃、“登月”牌绿茶、“红红枫”牌银杏等有机食品，市市场销售看好。资源保护力度度加强。通过强化宣传，依法法行政，队伍建设等一系列措措施，扬州市林业法制环境明明显优化，全社会爱绿、护绿绿、建绿的良好氛围已然形成成。先后组织了林业资源保护护的“绿剑行动”、“候鸟行行动”、“春雷行动”等，建建立了森防队伍，制定了全市市《森林病虫害防治实施意见见》，有效地保护了扬州市的的森林和野生动物资源，造林林绿化成果得到有效巩固。

　对此，扬州市委、市政府对全全市林业工作取得的成绩给予予了充分的肯定。有五条发展展经验应该继续保持：一是以以实现林业指导思想根本性转转变为抓手，为跨越式发展奠奠定思想基础；二是以重大林林业项目建设为抓手，为林业业跨越式发展提供坚实载体；；三是以科技兴林产业升级为为抓手，为林业跨越式发展注注入新的活力；四是以创新管管理体制和经营机制为抓手，，为林业跨越式发展提供组织织保障；五是以强化森林资源源保护为抓手，为林业跨越式式发展提供法律技术保障。同同时，也提醒我们，当前扬州州市林业还处于发展的初级阶阶段，还有大量的工作要做，，切不可松懈。

　面对全新的的林业发展形势和宏观政策环环境，纪春明要求各地务必进进一步统一思想，提高机遇意意识，明确指导思想和奋斗目目标，层层抓责任，级级抓考考核，要把科学发展观落实到到林业生产实践中。明年林业业工作的指导思想是：以“三三个代表”重要思想为指导，，树立全面、协调、可持续的的科学发展观，紧紧围绕建设设生态示范扬州市和全面建设设小康社会，坚持城乡一体，，生态建设与产业发展并举，，以项目为载体，以工程为抓抓手，以科技为支撑，构筑绿绿色屏障，森林资源增量提质质，做优林业生态工程，打响响“五沿”生态林业游击战；；发展绿色产业，提升林业产产业层次，做强林业产业工程程，打响丘陵山区、沿江地区区林业产业阵地战，再掀林业业发展新高潮。发展目标是：：成片造林10万亩，其中发发展经济林茶果2万亩；新拓拓花卉苗木3万亩，新建一个个花木生产基地，花木生产总总面积达17万亩；新建一级级农田林网10万亩，更新完完善18万亩。具体就是要建建设好“城扬州市绿化”、““农田林网”、“植被恢复””、“湿地保护”、“绿色廊廊道”等五大生态工程和“精精品茶果”、“名品花木”、、“休闲林业”等三大产业项项目。

　扬州城市绿化工程：：重点建设古运河、京杭运河河、沿江高等级公路、扬天路路、扬冶路、扬瓜路、扬菱路路等绿色通道工程，造林022万亩；完善润扬大桥北接线线的绿色通道和仪扬河两岸植植被，继续抓好润扬森林公园园的建设。

　农田林网工程：：重点建设里下河一级农田林林网，折合造林22万亩，其其中宝应06万亩，高邮1万万亩，江都06万亩；

　植被被恢复工程：重点恢复仪征554个冲及邗江、高
