      加大资金投入 加大创建力度

     确保今年提前实现创建任务过半目标

     近几年来,我县以科学发展观为指导,以建设社会主义新农村为目标,积极探索新的有效的工作机制,把文明生态村作为统筹城乡发展的重要任务,突出“一个重点”,抓住“一个关键”,落实“四项机制”,做到“七个结合”,扎实推进文明生态村建设,取得了一定成效。据不完全统计,至2006年底止,全县累计投入文明生态村创建资金4696.17万元,建成文明生态村73个,占全县自然村总数的40%,受益人口达7.5万,占农村人口44%。

     突出“一个重点”,就是突出群众在文明生态村创建中的主体位这个重点

     我们坚持把把发动群众放在突出位置,是我县创建工作的重要特点。我们坚持创建申报制度,各村整治好村庄大环境,明确投工投劳事宜后,向镇委、镇政府申报,由镇委、镇政府筛选出年度要创建村庄,上报县文明办实地勘察规划,然后报班子会议决定。创建申报制度,使创建工作有了一个台阶和可能,从而大大调动群众的创建热情。

     抓住“一个关键”,就是抓住提高各级领导干部对文明生态村创建工作认识这个关键

     我县的文明生态村建设是从2002年开始的,起步慢,其间又患过“冷热病 ”。第一年风风火火大干一场,成绩斐然,2003年,由于自有财政资金投入大幅减少,创建相对滞后,2004年又有起色,但也在艰难爬坡。真正高度重视是在2005年新的县委班子成立后,以原省委副书记罗保铭同志昌江调研为契机,认真组织学习罗保铭同志的讲话精神,对昌江的文明生态村建设展开了讨论:认为我县有24万人,183个自然村,村庄规模大、人口多,经济相对落后,但相对其它市县来说村庄数量并不多,而且我县是水泥大县,条件优越,财政收入相对好些,群众创建的热情较高,应该有信心建设好。于是统一了思想认识,更新观念,把它当作推动“三农”工作的有效载体,强化组织领导,扎实有效抓落实。思想认识到了位,从而将文明生态村建设作为在农村建立新的生产、生活方式,改善人居环境,实现全面小康的抓手,坚持不懈地宣传群众、发动群众,使创建活动深入人心,成为干部群众的自觉行动。

     落实“四项机制”,就是落实领导机制、宣传发动机制、目标责任考评机制和多元化投入机制。

     确保文明生态村创建工作持续健康发展,必须建立长效机制。一是建立健全领导机制。从县委书记、镇党委书记到各村党支部书记,都亲自挂帅抓文明生态村建设,切实履行第一责任人职责,从建设资金、建设规划、建设规模、建设进度,建设等级以及建后科学管理等进行统筹安排,健全和落实文明生态村建设的岗位责任,形成县四套班子领导带头抓,镇党委具体抓,包点单位配合抓,农村基层党支部负责抓的工作局面。二是建立宣传发动机制。我县把调动群众的积极性、主动性作为创建工作的重要环节常抓不懈,安排农村各项工作时,不忘布置文明生态村的宣传发动工作,各镇村定点、定人、定时间将文明生态村的创建工作情况进行通报,充分利用广播、电视、板报、横额等宣传工具进行宣传报道,大力营造创建文明生态村工作氛围,增强农民群众“自己的事自己办,自己的家园自己建”的意识。三是建立目标责任考评机制。我县根据文明生态村的基本内容和要求,拟定了全县创建文明生态村责任书,把创建任务、时间、标准、责任进行量化,使标准具有操作性。检查工作时,就按照这样的标准做好工作考评,实行文明生态村创建工作问责制,确保工作扎实有效稳妥推进。四是建立多元化的投入机制。没有投入就没有文明生态村的综合效益。我县各村镇创建资金,坚持形成“一个为主,几个一点”的投入机制。就是以县财投入为主,群众投工投劳为主、包点单位、村、社会捐助一点,企业奉献一点、群众自筹一点。这几年,我县财政投入力度很大,财政资源的配置向农村转移同时也是拓宽财政取之于民、用之于民的基本思想,也说明了县委县政府重视支持文明生态村建设。

     做到“七个结合”,就是做到文明生态村创建与发展特色经济、发展庭院经济、发展家庭饲养业、党建工作、动力

     一是创建工作与发展特色经济结合。每个文明生态村要有自己的特色经济作支柱,因地制宜,独具一格,十月田镇是我县的黎族乡镇,在文明生态村创建的带动下,全镇种植香蕉50000亩,出现了乡镇一村一品的经济发展好势头。二是创建工作同发展庭院经济结合。一方面引导农民治理脏、乱、差,修建排水沟、硬化村道,一方面引导农民把自家小院、边角地、水塘作为开发重点,种上果树、风景树、南药、养鱼等,三年来,共种植庭院果树3万株。三是创建工作同发展家庭饲养业结合。自创建文明生态村以来,我县共建造7077个沼气,并全部交付使用。农村要干净,首先要圈养家畜、家禽,农村要致富,养猪是一条好出路。四是创建工作同党建工作结合。文明生态村与基层党组织建设结合起来,注重抓好基层组织自身建设,培育农村带头人,为农村培养一支既能抓好物质文明建设,又能抓精神文明建设的队伍,两年投入840万元,共建56间二层文化室。五是创建工作同民房改造、扶贫开发、沼气建设、乡村道路、改水改厕等建设结合。全面规划和布局好改造点的房屋、村道、排水系统和绿化带,搞好扶贫开发工作,努力改善农村生活环境,近两年来,全县共投入4000多万元进行民房改造1000多户,受益人口达5000多人。六是创建工作与移风易俗,破除迷信,崇尚科学结合。我们运用有效形式,开展理论下乡、科技下乡、法律下乡、卫生下乡、文化下乡等活动,帮助农民转变思想观念,破除陈规陋习,改变不良生活习惯和落后的生产方式,增加文明生态村的文化含量。七是创建工作与发展林业结合。要调动各方面的积极性,搞好海边、路边、城边和村边绿化美化,加快我县生态建设步伐。

     四、群众参与是保证

     经过几年扎实有效工作,我县文明生态村创建工作后来居上,取得一定成绩,但与省委的要求,与先进的地区比较还有较大的差距。面对建设社会主义新农村的新形势。我县决心加大资金投入,加大创建力度,确保今年实现创建任务过半目标。我县两会已提出奋斗目标,“十一五”规划提出建成“小而强富而美”的新昌江,全面领跑民族市县,全县的自然村建成文明生态村。

     为实现这一宏伟的目标,我们采取以下主要措施:

     (一)深化认识,咬住青山不放松

     文明生态村建设是落实科学发展观,建设和谐小康社会主义新农村的有效载体。我县将一如既往的咬住青山不放松,持之以恒抓创建,以取得的成绩为起点,保持饱满的工作热情和创建态势,用新的干劲建设新家园,建设新农村,确保昌江文明生态村建设领跑民族市县,走在全省先进行列。

     (二)加大资金投入,加大创建力度

     为确保今年创建目标过半,年初,县文明办和建设规划部门一起对全县的乡村进行勘察规划,进行全面综合考量后,将方案提交县班子讨论,最后确定建设永安等39个文明生态村(其中连片创建村庄9个,巩固完善村庄9个),自有财力投入1650万元(其中260万元作为文明生态村文化室建造资金,80万元作为各乡镇文化中心建设资金),共建单位共捐助109万元,群众投工投劳301万元,社会各界捐资591万元,全县累计今年共投入2651万元。三月底我县创建方案已下发,创建的资金预算公开透明,已落实到创建村庄。四月初已全面动工。为确保创建任务落到实处,既要保证连片重点,又要达到既定目标,创建工作实行领导责任制,责任领导和共建单位加强指导和监督,保证资金合理使用,创建一个完成一个,不留尾巴。目前,大部分村庄的道路硬化已过半,有的已趋完成,力争7月30日前按计划完成道路铺设。

     我县已着手编制2007-2011年文明生态建设规划。按照先易后难的原则,对未创建的村庄进行勘测,综合考量,确定具体的创建时间,并且每个创建村庄都指定一名班子成员牵头负责,包点单位、乡镇村组织实施,做到任务落实到人,明确创建时限,增加指标意识,增强干部职工任务观念,确保不折不扣完成任务。

     (四)加强协调,联手共建

     我县将发扬“企业和村庄共建”的好做法,加强与有关职能部门、驻军和辖区各企业的联系,联系创建共青团号文明生态村、军(警)民共建文明生态村、革命老区文明生态村、企业共建文明生态村等,整合力量,丰富形式,提升档次,力争到2011年全面完成我县文明生态村建设目标。
