　　(2008年2月19日)

　　这次全省文明办主任会议，是在深入学习贯彻党的十七大精神的新形势下召开的一次重要会议。会议的主要任务是学习贯彻全国宣传思想工作会议、全国文明办主任会议和这次全省宣传思想工作会议精神，总结十六大以来我省精神文明建设工作，安排部署2008年工作。今天，我们听取了省委书记钱运录同志的重要讲话和全国宣传思想工作会议精神的传达。钱书记的讲话从全省长远发展的战略高度，深刻分析了宣传思想工作面临的新形势，对全省宣传思想工作提出了新要求，做出了新部署。明天，省委常委、省文明委主任、宣传部长衣俊卿同志将做重要讲话，对今年工作做出安排部署。省委领导同志的重要讲话，我们要认真学习、深入贯彻，扎实做好精神文明建设各项工作。

　　下面，我就过去五年的工作作一简要回顾，并对做好今年的精神文明建设工作，讲几点意见。

　　一、五年来精神文明建设工作的简要回顾

　　党的十六大以来，全省精神文明战线认真贯彻中央和省委的决策部署，坚持以邓小平理论和“三个代表”重要思想为指导，深入落实科学发展观，围绕中心，服务大局，着眼社会和谐，顺应时代发展，关注民生需要，探索改进创新，各方面工作整体推进，工作活力和成效明显增强，在提高公民文明素质、社会文明程度和群众生活质量方面，发挥了重要作用。

　　1.加强社会主义核心价值体系建设，思想道德建设取得新进展。坚持用马克思主义中国化最新成果武装全党，教育干部群众，解放思想，转变观念，用科学发展观指导精神文明建设工作实践成果显著。把社会主义核心价值体系融入精神文明建设全过程，爱国主义、集体主义、社会主义教育深入开展，大庆精神、铁人精神、北大荒精神和改革创新的时代精神得到进一步弘扬，成为推进各项事业发展的强大精神动力。社会主义荣辱观教育实践活动深入开展，“八荣八耻”的基本要求在全社会叫响，成为人们的行为遵循。思想道德建设扎实推进。在全省组织“百名道德模范”评选活动，近160万人参加评选。举办颁奖晚会，让“平民英雄”走入公共视野。积极为道德模范解决实际困难、办实事，倡导关爱、崇尚先进的社会风尚。在去年全国首次组织的道德模范评选活动中，我省王贵连老人荣获全国道德模范奖，李庆长等9人获得全国道德模范提名奖，受到胡锦涛总书记等中央领导亲切接见。

　　2.自觉服务构建和谐社会大局，主题创建活动形成新亮点。紧紧围绕党和政府工作重点开展创建活动。在抗击“非典”斗争中，开展了“改陋习、树新风、塑形象”活动，应对松花江水质污染事件和近期支援南方灾区，全省各级文明单位率先行动，积极做贡献，向全社会做出示范。以倡导和谐理念、培育和谐精神、建设和谐文化为主题，开展系列主题创建活动。开展“迎奥运、迎大冬、讲文明、树新风”活动，推进礼仪养成、遵守秩序、治理环境、规范服务、弘扬新风、倡导健康生活方式“六项行动”，引导和动员群众积极参与、多做贡献。以“真情连你我，和谐进万家”为主题，在全国首倡“邻居节”活动，目前全省已有92.8%的社区和53.4%的群众参加到“邻居节”活动中来。会同相关部门组织开展了“送温暖、献爱心、办实事”、“百万家庭学礼仪”、“保护生态环境、倡导文明新风、共建美好家园”、“倡导感恩理念，推行文明缅怀”活动，开展了评选“百名和谐之星”、“百对金秋和谐伴侣”等活动。主题创建活动把广大群众凝聚到一起，提升了公民的社会责任感和思想文化品位。

　　3.努力塑造整体文明形象，三大创建活动再上新水平。以文明城市测评为导向，兴起新一轮文明城市创建热潮。按照中央文明办、国家统计局关于现代文明城市和公民公共行为文明指数综合指标体系要求，文明城市创建正在步入现代化、正规化、规范化的轨道。总结和宣传了大庆市“把继承弘扬大庆精神铁人精神作为创建文明城市灵魂”的经验和大兴安岭地区创建“党群贴心、生活安心、环境舒心、文化悦心”文明社区的经验。以新农村建设为推动，文明村镇创建活动扎实推进。以新农村建设试点乡镇(村)为重点，深入开展星级户、诚信户和文明、生态、绿色小康村创建活动，71个试点乡镇(村)进入全省文明乡镇(村)行列。绥化市“三个十”创评和新农村建设中心户的经验在中央文明办召开的两次全国农村精神文明建设经验交流会上发言。以诚信建设为重点，文明单位、文明行业创建活动不断深化。广泛深入开展“擦亮龙江窗口”系列活动，在中省直93个部门、系统推行服务承诺，全面推行首问责任制、服务承诺制、限时办结制、失职追究制、否定报备制和无偿代办制。认真贯彻《黑龙江省文明单位建设条例》，文明单位创建水平进一步提高。2002年以来，全省表彰命名文明城市(先进市)31个、文明城区(先进区)73个、文明社区(先进社区)82个，文明村镇建设先进县(标兵)42个、文明乡镇(标兵)81个、文明村(标兵)442个，文明行业建设先进系统(标兵)80个，文明单位(标兵)2892个。受到全国命名表彰的文明城市先进城市(区)5个，文明村镇51个，文明行业工作先进单位21个，文明单位130个。

　　4.打牢思想道德教育基础，未成年人思想道德建设取得新成果。认真贯彻中央8号文件精神，扎实推进未成年人思想道德建设。广泛开展主题实践教育活动。在全省普遍开展了“主题读书”、“六讲六做”、“三远离”等实践教育活动，引导广大青少年在实践活动中受到启迪、锻炼成长。努力构建学校、家庭、社会“三结合”的教育网络。充分发挥学校德育教育主渠道作用，探索推进学校德育课程设置和教材改革，德育工作更加贴近未成年人成长实际。整合社会教育资源，开辟未成年人思想道德教育第二课堂。开展“争做合格父母、培养合格人才”活动，逐步推进家庭教育科学化。全省2689个社区中有2088个建立了“三结合”教育网络。协调落实博物馆、纪念馆等公共文化设施对未成年人参观免费开放，组织央视少儿频道在我省落地和省电视台、电台开播少儿频道、频率。协调有关方面创作、生产了一批弘扬主旋律、适合未成年人的优秀图书、剧目、音像制品，为未成年人提供丰富健康的精神食粮。实行上网实名制，建立“远程监控、远程关机系统”，创建未成年人“零犯罪”社区。积极探索实践，总结宣传了哈工大学生参加社区实践活动、伊春市“四自五爱”、哈市南岗区构建“三位一体”育人格局、佳木斯社区未成年人教育的经验，受到中央领导及有关方面的充分肯定。我省工作得到中央“回头看”督查组的充分肯定，评价我省未成年人思想道德建设形成了“以点带面、整体推进的工作局面”。

　　5.深入开展“一线两带”等创建活动，精神文明建设拓展新领域。沿中俄边境3040公里8个市地、18个县、市、区开展“千里文明边防线”、沿哈尔滨、大庆、齐齐哈尔开展“哈大齐工业走廊文明示范带”和沿哈尔滨、牡丹江、鸡西开展“镜泊湖、兴凯湖风景旅游文明示范带”连片创建活动，带动了区域、行业的创建工作，推进了创建活动范围拓展和水平提升。实施“百县千乡宣传文化工程”，争取中央文明办资助资金1367.5万元，建成县级宣传文化中心9个，乡镇文化站35个，村文化活动室10个，发挥了重要的阵地作用。“一加二”助学活动扎实推进，我省5年来有1467名大学生得到“一加二”助学工程资助，高中“宏志班”培养了660名优秀高中生，已经毕业的受助学生全部达到大学录取线，86%考入全国重点大学，4人考入北大、清华。全省2892个省级文明单位(标兵)资助的贫困学生每年数以万计。

　　回顾五年来工作实践，我们体会做好精神文明建设工作：一是要始终坚持高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，坚定自觉地同党中央保持一致，确保精神文明建设正确的政治方向。二是要始终坚持围绕中心、服务大局不动摇。紧紧围绕实现全省经济社会又好又快发展、建设和谐龙江的战略目标，大力加强以和谐文化为主要内容的精神文明建设，振奋精神，凝聚力量、激励斗志，为改革发展提供强大的精神动力，营造文明和谐的社会环境。三是要始终坚持以人为本。把实现好、维护好、发展好最广大人民群众的根本利益作为创建工作的根本出发点和落脚点，贴近实际、贴近生活、贴近群众，尊重和发挥人民群众的主体地位和作用，实现创建为了人民、创建依靠人民、创建成果由人民共享。四是要始终坚持继承借鉴，改进创新。创新精神文明建设的内容、形式、手段、机制，增加社会主义和谐文化的吸引力和感召力。五是要始终坚持重在建设。拓展精神文明创建活动的领域和范围，培育和谐精神，倡导和谐风尚，提高城乡文明程度，提高公民思想道德和科学文化素质，促进人的全面发展，共建社会和谐。六是要始终坚持全党动员，全民参与，充分发挥全社会的积极性、创造性，形成精神文明建设的强大合力。

　　在充分肯定成绩的同时也应清醒看到，全省精神文明建设工作依然面临着一些亟待解决的问题。思想道德建设领域还存在诚信缺失、道德失范等现象。精神文明创建工作发展还不够平衡，城市之间、城乡之间、地区之间还存在着不小的差距。精神文明创建工作在体制机制、内容形式、方法手段等方面还不能完全适应新形势新任务的要求。一些工作部署还没有很好落实到基层。我们一定要始终保持清醒的头脑，进一步增强责任感、使命感和紧迫感，努力提高精神文明建设工作水平。

　　二、2008年精神文明建设工作安排

　　2008年是全面贯彻落实党的十七大战略部署的第一年，是实施“十一五”规划承上启下的一年。全省精神文明建设工作总的要求是：高举中国特色社会主义伟大旗帜，坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，坚持围绕中心、服务大局、关注民生，坚持解放思想、实事求是、与时俱进，坚持贴近实际、贴近生活、贴近群众，以学习、宣传、贯彻党的十七大精神和省十次党代会精神为主线，以建设社会主义核心价值体系为根本，以迎奥运、迎大冬为契机，切实加强公民道德建设，扎实推进未成年人思想道德建设，深入开展群众性精神文明创建活动，着力建设和谐文化、培育文明风尚，进一步提高公民文明素质和社会文明程度，更加自觉、更加主动地推动黑龙江文化大发展大繁荣，为黑龙江经济社会又好又快发展提供强大精神动力和文明社会环境。

　　关于全年工作，《黑龙江省精神文明建设2007年工作情况和2008年工作安排》将要做出全面安排，下面我就今年的主要工作谈几点意见。

　　1.认真学习宣传贯彻党的十七大精神，大力推进社会主义核心价值体系建设。学习宣传贯彻党的十七大精神，是当前和今后一个时期全党首要的政治任务，也是精神文明建设的重中之重。要紧密联系精神文明建设工作实际，深入学习领会十七大提出的重大理论观点、重大战略思想、重大工作部署，特别是关于兴起社会主义文化建设新高潮，推动社会主义文化大发展大繁荣的战略部署，对思想道德建设和精神文明建设提出的新任务、新要求，用十七大精神武装头脑、指导实践、推动工作。按照贯彻落实科学发展观的新要求，努力把十七大精神落实到精神文明建设的各个方面。

　　要按照十七大的要求，把社会主义核心价值体系融入精神文明建设全过程，无论是规划部署、任务安排，还是方式方法、体制机制，都要充分体现建设社会主义核心价值体系的要求。社会主义核心价值体系建设贵在融入，重在转化。要认真做好社会主义核心价值体系的宣传普及工作，广泛开展理想信念、形势政策教育，深入开展民族精神和时代精神教育，大庆、铁人、北大荒精神教育，用中国特色社会主义共同理想凝聚力量、引导人们把个人理想化作励志创业的实际行动。要坚持寓教于行。充分发挥创建活动的优势，突出思想教育内涵，广泛吸引群众参与，引导人们在为家庭谋幸福、为他人送温暖、为社会作贡献的过程中，接受社会主义核心价值体系的教育。要善谋核心价值体系建设的百年大计，把建设社会主义核心价值体系纳入未成年人思想道德建设的全过程，推进社会主义核心价值体系进校园、进教材、进课堂，通过多种形式的社会实践活动，使社会主义核心价值体系在广大青少年的头脑中逐步树立起来。要深入持久地开展社会主义荣辱观教育实践活动，把核心价值体系的基本要求融入人们日常工作、学习、生活中，转化为人们的自觉行动。要充分运用节庆纪念活动载体开展宣传教育。今年是改革开放30年，中央和省里将举行纪念活动，我们精神文明建设工作也要策划组织纪念活动，通过适当的方式回顾展示精神文明建设的历程和成果，唱响共产党好、社会主义好、改革开放好的主旋律，推进社会主义核心价值体系建设。

　　2.广泛开展“迎奥运、迎大冬、讲文明、树新风”活动，展示黑龙江人形象和精神风貌。“迎奥运、迎大冬、讲文明、树新风”活动是我省贯彻中央文明委的部署、结合我省实际，组织开展的一项重要活动，是全省精神文明创建工作的一件大事。去年省文明委下发《关于深入开展“迎奥运、迎大冬、讲文明、树新风”活动的实施方案》，做出工作部署，启动开展活动。今年要进一步做好活动的策划、设计和组织实施工作，兴起活动的新热潮。要协调组织开展迎奥运、迎大冬“六项行动”(即：礼仪养成行动、遵守秩序行动、治理环境行动、规范服务行动、弘扬和谐新风行动、倡导健康生活方式行动)，在文明礼仪、公共秩序、城乡环境、服务质量、人际关系、全民健身等方面全面提升黑龙江人的文明素质和社会文明程度。广泛开展文明礼仪教育实践活动。举办“迎奥运、迎大冬、讲文明、树新风”文明礼仪知识大赛，参加全国礼仪知识大赛，开展礼仪实践活动，提高全民文明礼仪素养。着力优化城乡环境和公共秩序。进一步加大对乱丢乱扔、随地吐痰、争抢拥挤、乱穿马路等顽症陋习的集中整治力度，引导人们告别不文明的行为习惯。大力加强生态文明建设，改变城乡结合部、“城中村”、背街小巷、场馆周边等重点部位的环境脏乱现象。积极倡导赛场文明风尚，开展文明驾驶、安全出行、自觉排队等宣传教育活动，推动城市的公共场所、道路交通和赛场秩序进一步好转。开展“迎奥运、迎大冬、我参与、我快乐”全民践行活动。继续实施公民旅游文明素质行动计划。广泛开展“迎奥运、迎大冬、讲文明、树新风”志愿服务行动，带动全社会志愿服务活动的深入开展。

　　3.深入开展主题创建活动，打造龙江精神文明建设新品牌。近年来，我省文明创建工作坚持在实践中探索创新，形成了自己的品牌。这些品牌活动、品牌工程在整个文明创建活动中发挥了重要的引领作用，产生了良好的品牌效应。对于这些品牌我们要继续做好巩固完善、提高拓展工作，使之发挥更大的引领示范作用。要精心组织好第三届全省“邻居节”活动。以“真情连你我、和谐进万家”为主题，征集评选我省邻居节节徽、节歌和宣传画，总结表彰宣传好邻居先进事迹，举办首届邻居节论坛，探索研究邻里关系的新情况、新问题，探索创新邻居节活动的方式和内容，评选创新案例，拓展活动的覆盖面，建设和谐邻里文化，培育新型和谐的邻里关系。要继续深入开展“百名道德模范”评选学习宣传活动。加强对思想道德典型的总结、宣传、表彰，弘扬社会正气。发挥道德模范的示范引领作用，深入开展公民道德实践活动，加强社会公德、职业道德、家庭美德、个人品德建设，引导人们自觉履行法定义务、社会责任、家庭责任，使道德准则内化为人们的自觉要求，外化为人们的自觉行动。贯彻中央文明办的规定要求，制定我省道德模范评选表彰宣传的规范性文件，使评选表彰活动逐步走向规范化、制度化的轨道。按照道德模范评选每两年举行一次的要求，今年要重点做好道德模范先进典型的发现、培养和宣传工作，为明年的集中评选打基础。要关心爱护道德模范，切实帮助他们解决实际困难，为他们健康成长创造有利条件。继续深入开展“百对金秋和谐伴侣”宣传活动，大力倡导男女平等、夫妻恩爱、敬老爱老、互助和睦的道德风尚。

　　4.以评选表彰文明城市、文明村镇、文明单位为抓手，大力推进各项创建工作。中央文明委今年将要评选表彰第二届全国文明城市、文明村镇、文明单位，省文明委也将要考核表彰全省精神文明创建活动的先进集体。这项工作涉及面广，社会关注度高，务必抓紧抓好，推动形成新一轮精神文明创建热潮。要早做谋划，精心部署。中央文明办将下发通知，省文明办近期也将下发通知，明确评选表彰的申报程序、表彰名额、测评办法，对评选表彰活动作出安排部署。各地各有关部门要按照通知要求和测评体系规定的办法、程序，对拟申报的城市、村镇、单位的工作进行客观的考核评价，借鉴以往评选活动的成功经验，加强群众监督和舆论监督，保证公平竞争，真正把成绩突出、社会公认、群众满意的先进城市、先进村镇、先进单位推荐评选出来。要严格标准、严肃纪律，坚决杜绝各种不正之风。要坚持重在过程，以评促创。开展评选表彰活动重在群众参与，重在实际效果，重在群众受益。各地各有关部门要在近期对参评的城市、村镇和单位进行一次摸底调查，对需要解决的问题进行梳理和研究，组织力量抓紧整改。要加强评选表彰的宣传。要通过扎实有效的工作，使评选表彰的过程，成为大力推进文明城市、村镇、单位建设，提高公民文明素质、社会文明程度和群众生活质量的过程。要关注民生、抓好基层。创建文明城市要紧紧围绕提高市民生活质量来展开。按照全面建设小康社会的新要求和建设和谐龙江的新任务，充实创建内容，不断提高市民的生活质量和幸福指数。广泛开展创建文明社区、文明楼院活动，深入开展科教、文体、法律、卫生“四进社区”活动，举办社区群众文化艺术展演活动，活跃城乡基层群众文化生活。创建文明村镇要围绕富民惠农来展开。以乡风文明、村容整洁为重点，着力推进新农村建设。深化城乡共建、结对共建活动，发挥城市信息、技术、人力、资源等优势，着力丰富边远贫困地区农民精神文化生活。广泛开展思想道德教育和农业综合技术培训，深入推进星级文明户、文明信用户、文明生态村、文明小城镇创建活动。创建文明行业、文明单位要围绕诚信服务来展开。在窗口行业和公共服务部门深入开展“擦亮龙江窗口”系列活动，以规范化服务为重点，提高社会公共服务的水平和能力。继续开展非公有制经济组织和民间组织创建文明单位活动调研，推动精神文明创建活动向新的领域和社会群体延伸。加强“一线两带”创建活动的总结、宣传，深化拓展特色创建活动。

　　5.加大工作力度，采取有效措施，扎实推进未成年人思想道德建设。贯彻落实中央8号文件和中央“回头看”督查工作精神，加大工作力度，把未成年人思想道德建设进一步引向深入。加强未成年人思想道德建设工作协调机制建设，巩固健全学校、家庭、社会“三结合”教育网络。充分发挥学校的主渠道作用，把德育教育贯穿学校教育、教学管理的各个环节，加强未成年人心理健康教育，提高学生综合素质。加强少儿优秀文化产品创作生产和文化体育活动场所建设，为未成年人健康成长提供精神食粮和阵地。要整合社会教育资源，开辟未成年人思想道德建设社会实践课堂，丰富广大未成年人的实践教育活动。省里已经解决公益性文化设施面向未成年人开放的问题，下一步就是要充分利用这些设施组织开展活动，满足不同年龄段的孩子的成长需要，更好地服务未成年人思想道德建设。各市地也要抓紧这方面工作。加大对文化市场净化整治力度，巩固扩大已有成果，继续开展“文明办网、文明上网”活动。继续开展“共享蓝天”关爱农村留守、流动儿童活动，为未成年人特殊群体解决实际困难。今年中央文明办还将要制定《全国未成年人思想道德建设测评体系》，各地要认真组织学习和贯彻落实。抓好“一加二”助学和“宏志班”的管理工作。

　　三、关于做好今年工作的几点要求

　　2008年的精神文明建设工作任务重、标准高、责任大。做好今年的工作要注意把握以下几点：

　　1.以党的十七大精神为统领，进一步增强做好精神文明建设工作的责任感和使命感。党的十七大站在新的历史起点，作出夺取全面建设小康社会新胜利的伟大战略部署，确定了全党工作的指导方针、工作任务和基本要求，是我们做好各项工作，特别是精神文明建设工作的根本遵循和统领。以十七大精神为统领，就是要站在新的历史起点，从提高国家文化软实力的战略高度充分认识宣传思想工作和精神文明建设的重要性，加强社会主义核心价值体系建设，在实现经济、政治、文化、社会建设协调发展的实践中更加自觉、更加主动地推进群众性精神文明建设工作。以十七大精神为统领，就是要用科学发展观指导精神文明建设。解放思想、实事求是，紧密结合经济社会发展实践，科学谋划、精心设计，认真组织实施，使精神文明建设始终与经济建设、政治建设、文化建设、社会建设同谱共振、协调一致，实现精神文明建设的科学发展。以十七大精神为统领，就是要用经济社会协调、可持续发展的实践检验精神文明建设工作。运用现代科学管理知识和管理方式，建立开放、科学的管理和工作评价体系，使精神文明建设逐步走向科学化、规范化、法制化轨道，提升到一个新水平。

　　2.坚持围绕中心、服务大局，推动精神文明建设上层次上水平。围绕经济建设这个中心，服务全党工作大局是精神文明建设的中心任务和基本职责。要把围绕中心、服务大局作为精神文明建设工作基本指导原则，始终坚持把精神文明建设放到全党工作大局中来思考、来推进，与中心工作紧密结合，使之在服务大局的实践中发挥更大的作用，实现更大的价值。当前，最重要的就是要紧紧围绕推进全省经济社会又好又快发展、构建和谐龙江这一中心任务，策划和组织开展精神文明建设活动，为经济社会发展、为各项任务的完成加油助力。用围绕中心、服务大局的成果来赢得党委政府的信任、支持，真正做到有为、有位，始终保持精神文明建设活动的发展活力。

　　3.坚持以人为本、关注民生，推动精神文明建设扎实有效开展。精神文明建设是群众的事业，主体是广大人民群众，根本目的是提高人的思想道德素质，促进人的全面发展。精神文明建设发展的新形势新任务，要求我们必须密切关注群众的切身利益，把实现好、维护好、发展好最广大人民群众的根本利益作为精神文明建设工作的出发点和落脚点，坚持贴近实际、贴近生活、贴近群众，充分尊重和发挥广大群众在精神文明建设实践中的主体地位和主体作用，用群众满意不满意、高兴不高兴、答应不答应作为衡量精神文明建设成效的标准，努力实现精神文明建设依靠人民、为了人民，建设成果由人民共享，从而使精神文明建设始终保持她最深厚的社会基础。

　　4.坚持解放思想、继承创新，推进精神文明建设科学化、现代化。推动精神文明建设工作，一要继承，二要创新。我们在实践中形成的一整套好的做法和经验是我们的宝贵财富，要很好地继承坚持，指导和推进工作。同时，要适应形势的变化，在继承的基础上不断创新。要把改进创新贯穿精神文明建设的全过程。积极适应经济体制的深刻变革、社会结构的深刻变动、生活方式和思想观念的深刻变化，积极应对互联网等新兴媒体和现代传播方式对人们生活带来的深刻影响，既看到挑战也看到机遇，努力探索精神文明建设的新途径新方法，用新的思路、新的载体、新的方式方法不断改进我们的工作。
